In our view, operators will look to expand their 3G footprint wherever possible in the forthcoming 900MHz Spectrum Auction.
The key factor here would be to check if the operator already holds 3G spectrum in the 2100Mhz band. If so, their incentive to bid for 900Mhz could be lower. The TRAI recommendations suggest that DoT should auction the remaining 60Mhz (paired) of spectrum in the 2100Mhz frequency. This should help in creating visibility around 3G services across operators. However, we assume that this is not happening in the immediate foreseeable Feb-2015 Auctions. In the TRAI open house discussion on “Spectrum valuation for licenses expiring in 2015 and 2016“, there was a consensus among all telecom stakeholders that the amount of spectrum put for auction is inadequate. TRAI has already indicated that more spectrum should be made available. All telcos made recorded statements that more spectrum should be made available in the 900MHz and 2100MHz bands for the 2015 auctions [Both the Bands are suitable for deployment of 3G Wireless Broadband] DoT has also written to the government on scarcity of spectrum for mobile broadband services and indicated that more spectrum should be made available. All the stakeholders are pro more spectrum and will coerce the government to make more spectrum available. The government yesterday cleared the auction for 900MHz Spectrum. In Delhi 900 auctions (16MHz on offer), holders Airtel and Vodafone should shut out challengers and each retain their entire 8MHz. It’ll be surprising to see if they reduced their stakes let a new holder take a head start in 900 3G. However, in Mumbai, Loop’s 8MHz will likely be converted to 3G by the winner.

China Unicom believes 3G growth will accelerate in 2013 given major improvements in handsets / smartphones, product offerings, network coverage and branding. The company expects 3G net adds in 2013 to be higher than 2012’s level. Management will focus on increasing mobile scale and quality of customers, and expects high-end subscriber mix to continue to increase.
